We do have Mekong valley doing saline water farming and many places in Africa doing it as as well. What a waste of natural water and resource. These irrigation project need lot of new planning than just allocation and then re-allocation of money to same contractors.. Also, before DOING QUICK MAINTENANCE, water can be moved into multiple EMERGENCY concrete reservoirs built underground along the way. And once crack is fixed. the water from the reservoirs can be pumped back in the pipe. What more, this pipes can be framework for Saline water farming using solar power to pump water into deep areas of India, thus avoiding monsoon issues. If certain xyz nation had dire needs for such things, they would make ROBOTS DO IT and put humans for more useful work. DSji says welcome. First of all Cashless cooperatives is not barter. For barter is eye for an eye middle-east stuff.
If you read on.. It states. Everything carries on like today. Just that zone that will be marked as cashless cooperatives will provide services and products for free. Initially , GOI will ensure what they were getting in past for money is free. Input and output are now money freed. Community and GOI will ensure they produce (output) more or equal to the same input. We know cashless cooperatives will have to start around simple villages to begin with where inputs and output are not complex. And people are not corrupted to consumerism. It is not barter as input to cooperative community wont be denied due to calamity. Community and GOI will work with supplier to increase input, control population per resources, prevent poaching or take over by outsider under various guise (development, progress, , growth, efficiency, productivity, etc ). And GOI work with cooperatives to increase output or stabilize it. Certainly GOI and community will work with cooperatives to improve input and output quality. AND END the hoarders, bribers and corrupting forces hiding under the capitalist/communist/radicals model to make "make slave work look like a better model" under various guise described above. All this for their own selfish control and greed, Later, we move to bigger scenario.
Neither the concept of Enterprise for profit (and fake non-profit) or that of entrepreneurs (social or non-social) will work for India. It has to be sewak and Sewak cooperatives coming together to provide people's need. Money has taken away the sewa bhava to minimal as sewa is not means for survival or livelihood like it used to be in Rishi time.

Within the colonized cash based economy, the concept of Insurance will disappear as all those hurt or suffered loss will be served irrespective of coverage or not. None would be denied. And their damaged equipment serviced or replaced. And penalty for those who did the wrong includes taking away their capability to use that equipment, correction camp and more. With backing of cashless cooperatives for 90%. We can make everyone with 10% cash based economy FREED from COST OF servicing and fixing of equipment. That can only happen when government enforce EVERY equipment to be built with easy replacement/service standards such as transducers and sensors to detect fault and advise replacement.Have plug and play built into every component be it pipes or equipment to lowest level. Equipment such as cars with easy replacement parts that become plug and play.
And components be removed so they can be replaced without people needing to lift an entire heavy equipment. And almost no dependence on service people. Also, once profit motive is gone, entire equipment can be replaced by a better one before it's expiry date. All this can be built into the sewa policies of cashless cooperatives. Afterall, over time in
colonized economy, the robots will do all the heavy lifting within colonized cash based economy. And for 90% cashless cooperatives, sewa policies without asking for profits and much more good will provide relief. While within colonized cash based economy, people will design fault free and easily maintenance equipment as motive to sell again and again will not be the biggest factor. As discussed earlier, tools and equipment will be provided for free to cashless cooperative in return for free produce. GOI and certain GOI backed cooperatives can focus on R & D to make sure that things get done much better than commercial minded (10% of economy) or communist control(bean counters) or radicalism dictates motivated stuff as sewa bhava takes over. And not exploitation of resources- and people by certain section of people under guise such as productivity, profits, environment (fakers also abuse this cause), efficiency, jobs, etc. Well, we arrive to world of Sewa bhava that would someday grow much bigger and might even take away the need for machines. Once the Sewa bhava energy among people becomes mainstream, people life will become lively with Sewa bhava yukta Cashless cooperative and they would not need to watch tv shows, movies, comedy shows and media addiction to feel good or to release stress.
Since 90% economy won't be profit based and be sewa based. All tools and equipment that arrive from cash based colonized economy that will eventually arrive from cashless cooperatives. Because, cash based economy will gradually be healed and become cashless cooperatives. To begin with, it is duty of Government to make the 10% produce more Tools and Equipment with minimal production cost and minimal cost for servicing due to labor. To make this happen, Equipment supplier would have system made for robot based servicing, dismantling and recycle of equipment in colonized section of economy. We know as people become Sewa bhava yukta that colonized cash based economy has destroyed, the 90% cashless cooperative economy will eventually free itself from machines and it will pave way for rest of 10% cash based economy to be freed as well. Modules comprising of slabs for vertical and horizontal
stucture could be Metal or steel mesh-frame embedded in Concrete. Steel Spring attached to steel mesh-frames can take the shock of Earthquakes. So stell mesh-frame could provide the core around which concrete modules slabs are built. These slabs can be plug and play with springs joining to plugged in slabs. Can we make strong carbon steel which is not brittle for spring to reduce dependence on metals? Replacement can be found. We need steel springs so strong that can even take weight of trains when modular structures get tilted due to accident or earthquake. we recommend modular slabs and pillars that can be plugged in and removed as it is easy to maintain. A test can be done by making smaller prototypes and see how it works out.
I dont mind skyscrapers as long they are wider to withstand earthquake through stronger modular design. And BY LAW, every 3rd or 5th floor be water proofed for park, trees, shrubs, etc. Light can be reflected into the floor by mirrors from the side and air as well. Water harvesting can be done as well. And makers can Test such structure for eathquakes and fire.

Certainly BHEL can make bigger machines like Transformers that can plug and play with pillars and slabs to do a kilometer of flyover in few hours. The slabs can be made in a way it needs no charcoal layer with room for contraction and expansion as well as replacement of slabs and pillars.

India needs to work to make cheaper and wider flyovers with huge railing to prevent trip-over. What is so expensive in making concrete pillars and slabs that can be plugged and removed per the needs by strong machines. Remove human factor to minimal ....
I guarantee it will be cheaper because rains destroy road and cost more to maintain. And even constructing brand new road is expensive.
Same is applicable to making underground concrete pipelines (underground canals ) connected to many underground reservoirs instead of dams.. this is how nature works and this is how we get water from the wells.

People ask. What happens to properties and estate that people own in 90% cash freed economic zones. Well, people have choice to relinquish for free and gain for free. What they relinquish gets recorded. And they can gain for free. Cooperatives will mobilize resources such they can get something similar for free in return for what they relinquished.
If someone relinquishes his ancestral home or something precious to good cause of cashless cooperatives. He has choice to make it a charity or take something equivalent like deep sea fishing boat or a new home elsewhere. It is advisable that person does or take something that can sustain. All this should be possible once cashless cooperative and GOI make an arrangement. As eventually, the cashless cooperatives in collaboration with GOI should be integrated at national level and provide/give something equivalent to what has been genuinely relinquished or lost where possible. Since cashless cooperatives are not on moon, they cannot provide the same on moon.
For nobody should get selective preference for Insurance because they can afford to pay. Consider Insurance companies should be phased out when India becomes cashless cooperatives. And for those who will be part of 10% cash based economy. Government should collect Insurance as part of Tax and all should be covered. Special tax on business for business insurance as tax that covers one and all business. Even in today world, there is no need for Insurance companies. They should be dissolved and their accumulated capital collected from people should be take over by Government that will put that money into Accumulation funds that arrive from Insurance tax. It is GOI job to check for frauds as they have police, intelligence agencies and many more to do cross vigilance. This will ease up when entire economy will be money freed for all will be helped as concept of coverage will apply for one and all.
